England or Ireland were references to such possession or
protectorate and the references to the Secretary of State
for the Colonies were references to the Governor of such
possession or protectorate.
The draft of the new section
12 was supplied by the Secretary of State in his despatch
of the 10th May, 1929.

Section 3 of this Ordinance is intended to give
proclamations already made under the former section 12
the same effect as if they had been made under the new
section 12.

In my opinion this is an Ordinance to which His
Excellency the Governor may properly assent in the name of
His Majesty and on His behalf.
